Tour Paradis

The Tower Paradise, often called Financial Tower of Liege, is a building of great height built in the district ofGuillemins in Liege. Its height, is 118 meters -136 with its antenna -, makes of it the tallest building in Wallonia.
It shelters some 1 100 civils servant in finances employed in Liege and replaces the two old buildings of the SPF Finances whose demolition started in April 2015.
 

History
The project
Following the construction of the new station of Guillemins, the Town of Liege wished to build a vast esplanade between the railway station and the Meuse, which imposes the demolition of the building occupied by the financial administration. In 2007, the Building management thus launched a competition in order to rehouse the civils servant of the financial administration in Liege, the old buildings containing asbestos in addition. Five offers were deposited: two on the site of Valley-Benoit, close to the station of Angleur, a road Plan Inclined and a Paradis road. However, the management forgot to publish the invitation to tender at the European level and must thus cancel the procedure.
A new invitation to tender was introduced in 2008, it forced in particular the candidates to obtain a certificate of town planning given by the Town of Liege. Amongst the six candidates, only two obtained the aforementioned certificate, Fedimmo who wanted to build a tower at the end of the esplanade of Guillemins and the SNCB that opted for the barring of buildings along the inclined Plan road. The certificate of the railway company was supplied with long series of conditions impossible to satisfy in so far as the certificate was given only the day before the last day of handing-over of project. The SNCB throwed the sponge and the management has only one file to examine. Fedimmo got the market.
The public survey reveals that residents were opposed to the construction of the tower. 87 claims were recorded, in particular because of the gauge of the tower. Consequently, the Walloon region was forced to re-orientate the point of the tower in order to move it away from the other buildings and to redraw the visible frontage from the station by accentuating the curves. These changes involved a new procedure of public survey and with the granting of a new license by the minister Philippe Henry in 2012. Work started.
Residents and the SNCB brought in action before the Council of State, causing a four months stop of the building site. The residents desisted and the administrative jurisdiction rejected the recourse of SNCB.

Localization of the tower
The Tower Paradise was established along the edge of Meuse in the district of Guillemins, within the limit of the district of Fragnée.
It fits in the axis createed by the station of Liege-Guillemins, the Esplanade of Guillemins, the Footbridge Belle Liégeoise, the park of Boverie, Pont des Vennes and la Mediacity.
It is currently served by several lines of buses, which will be replaced in 2018, by a line of tram.
It faces the other side of the Meuse, with the cybernetic Tower of Nicolas Schöffer,monumental work of 1961.
 

Description
Characteristics
The foundations of the tower rests directly on a ground made up of schist to twelve meters of depth.
The Tower Paradise is 136 meters high. It has the shape of a half-oval, an iron or a boat which go up while widening towards an oblique top. It counts three underground levels and 26 floors, the overcome whole of an arrow.
The structure of the building is made up of reinforced concrete. The floors, beams and columns were made out of pre casted concrete.
Because of its proximity with the Meuse and a water table, pumps were installed in the basements in order to evacuate the water which infiltrates. 

Tourism
The 25^th floor is opened to the public each year during heritage day, it offers from the point of entering of the building a panorama on the center of Liege
